Central Platte NRD Board to Hold Public Hearing on FY2027 Budget

The Central Platte Natural Resources District (CPNRD) Board of Directors will hold a public hearing on the proposed Fiscal Year 2026/2027 budget and consider its approval during the regular Board meeting on Thursday, July 23, 2026. The Budget Committee will present a proposed budget of $23,310,344.83, a decrease from $31,799,740.74 last year and approximately $11.4 million less than the FY2025 budget. The proposed budget includes expenditures, liabilities, necessary cash reserves, and county treasurer’s commissions. Based on current balances and projected revenues, the estimated property tax request will remain unchanged at approximately $5.3 million.

The public hearing on the proposed budget will begin at 1:45 p.m. on July 23, immediately preceding the regular Board meeting. A second public hearing to set the FY2027 property tax request and tax levy will be held on Thursday, September 3, 2026, immediately prior to the Board meeting. The August Board meeting has been rescheduled to September 3 to allow time for the required public notices. The Board meeting will begin at 2:00 p.m. at the CPNRD office, 215 N. Kaufman Avenue in Grand Island. The meeting is open to the public.

Additional Agenda / Action Items

New Office and Education Center
The Building Committee will evaluate options for the District’s current office property at 215 N. Kaufman Avenue in Grand Island and make a recommendation to the Board. In June, the Board rejected the two sealed bids submitted for the property after determining that both bids were well below the property’s appraised value. Staff are expected to relocate to the new office and education center in late summer.

Water Utilization Committee
The Water Utilization Committee will review groundwater conditions in all Groundwater Management Areas.

Programs Committee
The Programs Committee will review applications for the CPNRD-Ron Bishop Memorial College Scholarship Program for the 2026/2027 academic year. The program awards $1,000 scholarships to college sophomores, juniors, seniors, and graduate students who are pursuing natural resources-related degrees.

Eagle Scout Project Request
The Board will consider a funding request from Kaura Reimers for an Eagle Scout project in Doniphan.

Natural Resources Conservation Service Report
Joe Krolikowski, District Conservationist, will report.

Manager’s Report
Lyndon Vogt, General Manager, will report.

Nebraska Association of Resources District
Deb VanMatre, CPNRD Representative, will report.

Nebraska Natural Resources Commission
Doug Reeves, Middle Platte Basin Representative, will report.

Financial Report
The July financial report will be considered.

Cost-Share Programs
Applications for the Nebraska Soil and Water Conservation Program and Central Platte NRD cost-share programs will be considered.
